Accept or decline assignments and keep your availability current in USSF-NC Arbiter.
Arbiter is the official NC assignment record. Match and crew details are copied to CRO Assignr for payment.
Conference payments
UPSL Mid-Atlantic referee payments are processed through CRO Assignr.
One conference assignment group: UPSL Mid-Atlantic matches in North Carolina, South Carolina, Georgia, Virginia and Tennessee are coordinated through the CRO–UPSL Mid-Atlantic Assignr group. North Carolina officials continue to accept or decline in USSF-NC Arbiter; officials in other states should keep their Assignr availability current and follow the assignment notice from their partnered regional assignor.

Welcome to the UPSL Referee Roster. The UPSL Mid-Atlantic Conference includes amateur and pre-professional matches across North Carolina, South Carolina, Georgia, Virginia and Tennessee. This league will give you the opportunity to be challenged and grow as a referee. We look forward to having you as a part of the UPSL roster and seeing you on the field!
Assignment Process & Pre Match Expectations
All UPSL Mid-Atlantic Conference matches are being brought into the unified CRO–UPSL Mid-Atlantic Assignr group. Join the group and keep your profile and availability current so you can receive assignments.
North Carolina: continue to accept or decline assignments and maintain availability in the USSF-NC Arbiter account. Match and crew details are also recorded in CRO Assignr for conference payment processing.
South Carolina and Georgia: assignments are coordinated in the unified CRO–UPSL Mid-Atlantic Assignr group with partnered regional assignor Brian Marshall.
Virginia: assignments are coordinated in the same group with partnered regional assignor Roark Enters. Tennessee officials also join the unified group and follow the assignor named on each assignment notice.
Kevin Broadley is the UPSL Mid-Atlantic Director of Referees; CRO handles conference administration. Separate state Assignr groups and the 2023 expansion list are no longer the current conference assignment instructions.
Fall 2026 conference assignment instructions: Join the CRO–UPSL Mid-Atlantic Assignr group. For North Carolina games, continue to accept or decline in USSF-NC Arbiter; all officials should keep their Assignr profile and availability current.

Current UPSL Mid-Atlantic assignments and payment records are coordinated in the unified CRO–UPSL Mid-Atlantic Assignr group across North Carolina, South Carolina, Georgia, Virginia and Tennessee.
Join the conference Assignr group. Complete your profile, contact and payment details, and confirm the match and position shown in your account. North Carolina officials continue to accept or decline assignments in USSF-NC Arbiter.
Questions about Virginia or Tennessee matches from previous seasons: If you believe payment is missing, reply to the September 15 UPSL Mid-Atlantic group-access email. In Assignr, filter your schedule from January 1, 2001, download Assignments as CSV, and attach the complete, unedited file with the match and payment details you can provide. CRO will review the record with the appropriate assignor and State Referee Association.
For a current match or a difference between systems, contact CRO@croreferees.com and identify the match, date, state and assigned position.
Minimum standards, field layout & technical areas
Check your division’s current handbook
Inspect the field, goals, lines, corner flags, benches, match balls, team credentials and official game-day rosters before kickoff. Record unmet minimum standards in the official UPSL referee report. Requirements differ between Men, Women and Academy.
Men · Fall 2026: For Premier and Division 1, the home team must supply an independent Certified Athletic Trainer and ice. The home team also supplies four UPSL match balls, referee water, and a referee table and chairs. Locker rooms and 40 bottles of water for the visiting team are listed as best practices, not required minimums. A game-day roster may list 20 players, but only 18 may play: 11 starters and seven substitutes.
Women · 2026: The home team supplies a medical trainer and ice, five UPSL match balls, water for the visiting team and referees, and a referee table and chair. Up to 20 rostered players may play: 11 starters and nine substitutes.
Academy · 2026–27: Use the Academy-specific minimum standards and substitution rules. Do not apply adult-division trainer or substitution requirements automatically.
Only registered, credentialed team staff belong in the technical area. Check the applicable handbook for field dimensions, roster checks, substitution passes, trainer requirements and any waiver before deciding how to proceed.
Medical & athletic trainer requirements
Use your competition’s current handbook
Men’s Premier and Division 1: The home team must provide an independent Certified Athletic Trainer (ATC), fully ready by kickoff, and ice. Physical trainers, physical therapists and nurses do not meet this specific ATC requirement. Ask to identify the trainer before the match and record any missing requirement in the official match report; contact your assignor or CRO for direction.
Women: The home team must provide a medical trainer and ice for each match. Report any missing requirement and contact the assignor for direction.
Academy: The 2026–27 handbook encourages a trainer; consult its minimum standards and your match instructions rather than applying the adult-division requirement automatically.

Starting this weekend, the UPSL will require all referees to use our new official Referee Report for all matches. This comprehensive form now includes the Minimum Standards, so you will no longer need to use a separate link or send match reports via email. Once you submit the new form, it will automatically be sent to the correct match report email address.
Please note:
You must know the conference (e.g., Washington, Florida North, SoCal Premier North, etc.) and the division (e.g., Premier, Division 1 A-League, etc.) for your assignment.
Only the official UPSL Referee Report will be used for all future matches.

NEW UPDATE TO UPSL RULES FOR FALL 2024 - UPDATED ON 10.11.2024
13.4.1 Any coach or administrator wishing to play in a game must also register as a player and be listed on the roster (registration requires the use of a 2nd email address). To enter a game a coach must have an assistant coach present to take over the requirement for a coach to be present in the bench area.
Note that the coach must be check-in and is part of the 20-game-day roster

Match Day Standards & Field Layout
Minimum Standard Violations
14.22 All Clubs must adhere to the UPSL minimum standards as defined in Section II of this handbook. Violations of minimum standards will result in mandatory fines. The reporting of occurrences of the following minimum standard violations are the responsibility of the match officials:
Field condition, lines, nets, corner flags
Presence of athletic trainer
Use of UPSL match balls
Handwritten player names on roster
Bench players wearing pinnies
Unregistered personnel needing to be removed from bench area
Spectators needing to be removed from the vicinity of team benches Table and chair for 4th official at midfield.

Referees must help the league enforce this! - Minimum Standard Violation(s) Report Form for Referees will be posted as part of the match report
Facility must be accessible no later than 1 hour before kick-off and the field must be available for the teams no later than 30 minutes before kick-off. - (Premier & D1 REQUIRED)
Home Team to ensure no fans are around or behind the bench area but are on the opposite side of the field, unless the facility has stadium bleachers behind the team benches. - (Premier & D1 REQUIRED)
Facility must have accessible bathrooms. - (Premier & D1 REQUIRED)

“I know referees do not police these standards but if they are not given 8 waters, a table, 45 minute check in time and a color copied roster I need to know.” - INCLUDE IN YOUR MATCH REPORT IF THESE STANDARDS NOT MET
Technical Area Points of Emphasis from UPSL:
Subs - max of 9 can be on the bench and they must be on the game day roster.
Team staff - Must be on the roster or they sit in the stands. No one out of uniform or not on the roster is allowed on the bench.
Medical / Athletic Trainer: *updated March 20, 2024
Premier Division - Home teams MUST provide an athletic trainer or medical staff on site to evaluate head injuries for the home and away players. IF NO TRAINER AVAILABLE - Contact Assignor, Kevin Broadley or Colin Ashley.
Match may be played on the following condition: FOR PREMIER DIVISION ONLY!!!!!!!!!
Any player suffering a potential head injury may not return to the match. TELL BOTH COACHES THIS BEFORE MATCH STARTS
Division one - If no Athletic Trainer or Medical play the game but include in Match Report
The medical personnel should have the training and credentials to make a diagnosis based on head trauma training, certification and concussion protocols.
ICE MUST BE AVAILABLE
In addition this person is NOT required to treat visiting players for pre existing injuries, taping ankles, wrists, knees etc...
